為人民謀幸福的經(jīng)濟(jì)學(xué)  

新中國(guó)建立73年來(lái)，中國(guó)的經(jīng)濟(jì)發(fā)展取得了舉世矚目的成就，成為世界第二大經(jīng)濟(jì)體。在哲學(xué)社會(huì)科學(xué)理論創(chuàng)新上，中國(guó)的經(jīng)濟(jì)學(xué)研究也取得了長(zhǎng)足的發(fā)展，經(jīng)過(guò)73年的探索，中國(guó)逐步形成了以人民利益最大化為目標(biāo)，為人民謀幸福的中國(guó)經(jīng)濟(jì)學(xué)。作為新時(shí)代中經(jīng)濟(jì)工作的根本遵循和行動(dòng)指南，習(xí)近平經(jīng)濟(jì)思想更是強(qiáng)調(diào)經(jīng)濟(jì)發(fā)展必須堅(jiān)持以人民為中心的根本立場(chǎng)。事實(shí)上，以習(xí)近平經(jīng)濟(jì)思想為核心內(nèi)容的中國(guó)經(jīng)濟(jì)學(xué)本質(zhì)上就是為人民謀幸福的經(jīng)濟(jì)學(xué)。  

之所以這么說(shuō)，是因?yàn)榱?xí)近平經(jīng)濟(jì)思想的一個(gè)核心內(nèi)容就是中國(guó)經(jīng)濟(jì)進(jìn)入新發(fā)展階段后，要全面系統(tǒng)地貫徹新發(fā)展理念，以此來(lái)引領(lǐng)構(gòu)建新發(fā)展格局，推進(jìn)中國(guó)經(jīng)濟(jì)的高質(zhì)量發(fā)展。作為新發(fā)展理念包括五個(gè)方面，創(chuàng)新是第一源動(dòng)力，協(xié)調(diào)是內(nèi)生特征，綠色是普遍形態(tài)，開(kāi)放是必然之路，共享是最終目標(biāo)?？梢钥闯觯宕笮掳l(fā)展理念的目標(biāo)就是要解決人民日益增長(zhǎng)的美好生活需要同中國(guó)經(jīng)濟(jì)社會(huì)中不平衡不充分發(fā)展之間的矛盾。  

創(chuàng)新是解決不充分發(fā)展的第一源動(dòng)力。在各行業(yè)生產(chǎn)中，推動(dòng)科技創(chuàng)新、技術(shù)進(jìn)步，同時(shí)在經(jīng)濟(jì)社會(huì)建設(shè)中，推動(dòng)各項(xiàng)規(guī)則、規(guī)制、標(biāo)準(zhǔn)的創(chuàng)新，才能夠有效地實(shí)現(xiàn)促進(jìn)產(chǎn)品附加值、提升產(chǎn)品質(zhì)量、提高企業(yè)生產(chǎn)率、推動(dòng)行業(yè)轉(zhuǎn)型升級(jí)，推動(dòng)中國(guó)經(jīng)濟(jì)進(jìn)入新發(fā)展階段。  

綠色作為普遍形態(tài)，是強(qiáng)調(diào)“綠水青山就是金山銀山”，保護(hù)環(huán)境出發(fā)點(diǎn)就是為了老百姓身體健康，促進(jìn)社會(huì)的可持續(xù)發(fā)展，做到人與自然協(xié)調(diào)，實(shí)現(xiàn)人類(lèi)的代際充分發(fā)展。  

協(xié)調(diào)是內(nèi)生特征，目標(biāo)更是直接為了解決中國(guó)經(jīng)濟(jì)發(fā)展中的不平衡問(wèn)題。協(xié)調(diào)包括三方面內(nèi)容：區(qū)域協(xié)調(diào)、城鄉(xiāng)協(xié)調(diào)和行業(yè)協(xié)調(diào)。通過(guò)實(shí)現(xiàn)新型工業(yè)化和新型城鎮(zhèn)化的協(xié)調(diào)發(fā)展，促進(jìn)長(zhǎng)三角、粵港澳大灣區(qū)、京津冀、成渝城市群和長(zhǎng)江中游地區(qū)的協(xié)調(diào)發(fā)展，縮小城鄉(xiāng)收入和行業(yè)收入差距。  

開(kāi)放是實(shí)現(xiàn)中國(guó)經(jīng)濟(jì)社會(huì)的平衡充分發(fā)展的必由之路。為人民謀幸福的人民經(jīng)濟(jì)學(xué)的一項(xiàng)重要內(nèi)容就是構(gòu)建中國(guó)新發(fā)展格局。而實(shí)現(xiàn)以國(guó)內(nèi)大循環(huán)為主體，國(guó)內(nèi)國(guó)際相互促進(jìn)的“雙循環(huán)”則是構(gòu)建中國(guó)新發(fā)展格局的重要抓手。需要強(qiáng)調(diào)的是，“雙循環(huán)”不是閉循環(huán)，也不是孤立的小循環(huán)內(nèi)循環(huán)，而是通過(guò)更好地融入到全球化中，以開(kāi)放促改革，以改革帶發(fā)展。  

共享則是實(shí)現(xiàn)滿(mǎn)足人民日益增長(zhǎng)的美好生活需要的最終目標(biāo)。中國(guó)經(jīng)濟(jì)的改革紅利、發(fā)展紅利應(yīng)該是人人共享的，對(duì)大同社會(huì)的美好追求是我們奮斗的最終目標(biāo)。中國(guó)發(fā)展紅利的共享需要經(jīng)歷三個(gè)階段：首先是要打贏(yíng)全面脫貧攻堅(jiān)戰(zhàn)，其次是實(shí)現(xiàn)鄉(xiāng)村的全面振興，最后通過(guò)擴(kuò)大中等收入群體、提升低收入群體和合理調(diào)節(jié)高收入群體來(lái)實(shí)現(xiàn)全體人民的共同富裕。

Economics of seeking people's happiness  

Since the founding of the People's Republic of China 73 years ago, China has made remarkable achievements in economic development and become the second-largest economy in the world. In terms of theoretical innovation in philosophy and social sciences, China's economic research has also made great progress. After 73 years of exploration, China has gradually formed a Chinese economy that aims to maximize the interests of the people and seek happiness for them. As the primary action guide for economic work in the new era, the Xi Jinping economic ideology system emphasizes that economic development must adhere to the fundamental position of taking the people as the center. In fact, Chinese economics with the Xi Jinping economic ideology system as core content, is essentially the economics of seeking happiness for the people.  

This is because one of the core contents of the Xi Jinping economic ideology system is that after the Chinese economy enters a new stage of development, it is necessary to comprehensively and systematically implement the new development concept. That's to lead the construction of a new development pattern and promote high-quality growth in China's economy. As a new development concept, it includes five aspects. Innovation is the primary driving force, coordination is an internal feature, green is a common pattern, opening-up is an inevitable path, and sharing is the ultimate goal. It can be seen that the goal of the five new development concepts is to solve the contradiction between the people's ever-expanding need for a better life and the unbalanced and inadequate growth of China's economy and society.  

Innovation is the primary driving force for addressing inadequate development. Only by promoting innovation and technological progress while at the same time supporting positive changes in the rules, regulations and standards in the economic and social construction, can we effectively back the added value of products, upgrade product quality and enterprise productivity while leading China's economy into a new stage of development.  

As a universal form, green is to emphasize that "clear waters and green mountains are as valuable as mountains of gold and silver." The starting point of environmental protection is to guarding the health of the people, promote the sustainable development of society, achieve coordination between man and nature, and realize the full development of mankind between generations.  

Coordination is an endogenous feature, and the goal is to directly solve the imbalance problem in China's economic development. Coordination includes three aspects: regional coordination, urban and rural coordination and industry coordination. By realizing the coordinated development of new industrialization and urbanization, we will promote  simultaneous growth in the Yangtze River's Delta and middle reaches, the Guangdong-Hong Kong-Macao Bay Area, the Beijing-Tianjin-Hebei region and the Chengdu Chongqing urban agglomeration. We will also narrow the urban-rural income and industry income gap.  

Opening-up is the only way to realize the balanced and full development of China's economy and society. An important part of the economics for people's happiness is to build a new development pattern in China. The realization of a "double cycle" with domestic circulation as the main body and domestic and international mutual promotion is an important starting point for the construction of China's new development pattern. It needs to be emphasized that the "double cycle" is not closed. It is also not an isolated inner cycle of a small cycle, but rather a better integration into globalization to promote reform through opening-up and development through reform.  

Sharing is the ultimate goal of meeting the people's ever-growing need for a better life. The dividends of reform and development of the Chinese economy should be shared by all, and the pursuit of a harmonious society is the ultimate goal of our struggle. The sharing of China's development dividend needs to go through three stages: first, we need to win the battle against poverty across the board; second, we need to achieve the overall revitalization of the countryside, and finally, we need to achieve common prosperity for all people by expanding middle-income sections, upgrading low-income segments and rationally adjusting high-income groups.
